The Directorate of Resource Mobilization and Strategy is committed to ensuring the financial sustainability of SLOAN-SL by exploring diverse funding sources and optimizing resource allocation through effective monitoring, evaluation, and research.
This Directorate is tasked with developing robust business cases for higher education financing and creating revenue-generating activities to diversify funding streams. It proactively sources funding by preparing targeted grant proposals for the Government of Sierra Leone (GoSL), multilateral and bilateral donors, as well as Non-Governmental Organizations (NGOs). Through strategic initiatives, SLOAN-SL has also forged partnerships with government agencies, corporations, and foundations to unlock funding and investment opportunities for higher education.
The Directorate uses crowdfunding campaigns to engage online communities, encourages alumni contributions, and seeks in-kind donations, such as technology and infrastructure, from bilateral, multilaral donors, government agencies and philanthropists.
Another key function of the Directorate is the development of a comprehensive Monitoring and Evaluation (M&E) framework, which assesses the impact and effectiveness of resource mobilization and programming strategies using data-driven insights. This includes conducting annual surveys to evaluate and improve the student loan process, enhancing student satisfaction, tracking loan recovery rates, and reducing defaults. Additionally, the Directorate ensures the timely sharing of relevant student data with Tertiary Education Institutions (TEIs) to promote collaboration, based on job market demands, and align M&E strategies with higher education priorities and policies.
